Lubbock, Texas</p>
<p>Dolores Mosser has served on the Lubbock County Historical Commission, and is the immediate past president of the Texas Plains Trail Region, a regional tourism board affiliated with the Texas Historical Commission. She holds a B.A. in History from Texas Tech University where she has also completed post-graduate work. As a mother, grandmother, and children&#8217;s author, she weaves diverse perspectives into her historical and general interest writing. She is from Enochs, Texas and loves that many historic trails, La Pista de Vida Agua, Coronado&#8217;s Trail, and the Ft Sumner Wagon Road were literally &#8220;right in her own back yard.&#8221;</p>
<p>In addition to her many interests and experiences, Dolores has operated a renovated Harvey House, one of the historic buildings that once served long distance train passengers. She enjoys driving the back roads of Texas and actively promotes the attributes of rural West Texas.</p>

<div>New NPS Guidelines Encourage Sustainability</div>
<div>WASHINGTON – The National Park Service (NPS) today rolled out a set of richly illustrated guidelines to help improve the energy efficiency of historic buildings while preserving their historic character.</div>
<div>The Illustrated Guidelines on Sustainability for Rehabilitating Historic Buildings offer practical advice to building owners, developers, and preservation practitioners, showing recommended – and not recommended – approaches to projects from solar panel installation to heating and air conditioning upgrades to weatherization and insulation.</div>
<div>The Earth Day announcement by National Park Service Director Jonathan B. Jarvis said the guidelines would advance the growing trend of “greening” historic buildings.  “While historic buildings are inherently sustainable because they already exist, by adding energy saving features like cool roofs and solar technology we can bring these icons of our past into efficient twenty-first century use.” He also noted that waterless toilets, recycled pop bottle carpets, and compact fluorescent lights are just the latest components of green building.   “Remember front porches and shutters? Those were specific designs that save energy.” Jarvis said that more and more developers think “sustainability” when they consider historic preservation projects today. “It makes sense from a couple of perspectives,” Jarvis said. “Historic preservation projects generally have a lighter carbon footprint. They also make great economic sense when a project qualifies for the National Park Service’s program that confers a 20 percent federal tax credit for historic rehab projects. ”</div>
<div>The National Park Service’s Federal Historic Preservation Tax Incentives Program incentivizes more than $4 billion in private investment in historic preservation annually.  To be eligible for the tax credits, construction projects must comply with The Secretary of the Interior’s Standards for Rehabilitation.  The guidelines issued today are supplementary to the Secretary’s Standards.</div>
<div>The new guidelines were developed with assistance from the preservation community, including other federal agencies, the development community, state and local governments, as well as private individuals.   They are the latest in a series of NPS publications created by its Technical Preservation Services Division that offer usable, how-to advice for historic preservation.</div>

			<content:encoded><![CDATA[<p>Wide Open for Preservation: Oklahoma&#8217;s 23rd Annual Statewide Preservation Conference will be held June 8-10 in Guymon, and full program and registration information will be available soon. But, it is not too early to think about your travel plans.</p>
<p>Would you like a ride to Guymon with friends and colleagues? Then plan to reserve a seat on the charter bus that departs from the Oklahoma History Center in Oklahoma City at 7:00am on Wednesday, June 8, with a short breakfast stop in Watonga and a rest stop in Woodward to pick up box lunches, arriving at the conference location at 1:00pm. Shuttle service to and from hotels will be available. The bus returns to Oklahoma City after the Plenary Session on Friday afternoon, June 10, with a short supper stop in Laverne (arrive OKC at 10:00pm). Ron Frantz of the Oklahoma Main Street Center will be your host and guide for the round trip, and the meal/rest stops are Oklahoma Main Street communities. The ticket price ($120.00) includes the meals. Information about how to make your reservation will be provided in the program and registration brochure.</p>

Twenty (20) scholarships are available on a first-come basisto qualified Oklahoma college and university students. Also, the SHPO believes that the conference program includes many beneficial sessionsfor architects. For example, one session will feature Antonio Aguilar, Historic Architect,Technical Preservation Services, National Park Service, who reviews all Oklahomaapplications for federal rehabilitation tax credits. Registered architects who attend theconference can earn American Institute of Architects Continuing Education System(AIA/CES) learning unit hours. Simply register for the conference and check in at theSHPO’s table when you arrive at the registration location in Guymon. There are noadditional fees for this service. <p>&nbsp;<br />
J. Paul Loether, Chief, National Historic Landmarks/National Register of Historic Places,National Park Service, Washington, D.C. will deliver the Plenary Session presentationon Friday afternoon, June 10. He will discuss historic landscapes, the importance ofhistoric setting, and the challenges in balancing our needs for alternative energy sourcesand protection of historic places. His national perspective will help guide Oklahoma&#8217;spreservation community as we focus on this complex new issue.<br />
Ken Culp, III, Principal Specialist for Volunteerism, Department of 4-H YouthDevelopment, Cooperative Extension Service, University of Kentucky, Lexington,Kentucky is back by popular demand. As with his sessions during Oklahoma’s 2009statewide preservation conference, participants are in for a special treat on Wednesdayafternoon, June 8. You will laugh, learn, and laugh some more during Culp’s twoworkshop sessions. Main Street organizations, preservation nonprofits, and others willnot want to miss “Volunteer Recruitment &amp; Retention: Increasing Volunteer Efforts”or “Diagnosing Volunteer Burnout: Treatment for a Cure.”<br />
The fascinating history of the Oklahoma Panhandle and the Great Plains is representedin archeological sites, buildings, and landscapes. In the conference track Preservation inthe Wide Open Spaces participants will learn about some of these important places andtheir preservation.</p>
<p>&nbsp;<br />
Donald Blakeslee, Archeologist, Wichita State University, Wichita, Kansas will speakabout his work at the Coronado Archeological Site. Faye Gaines, Chairman, PreservationCommittee, Santa Fe Trail Association, Springer, New Mexico, and Jeff Trotman, KansasDirector, Santa Fe Trail Association, Ulysses, Kansas, will discuss the history of theSanta Fe Trail and efforts to protect and interpret it and its related resources.</p>
<p>&nbsp;<br />
Suzzanne Kelley, President of Preservation North Dakota, and Tom Isern, Professor ofHistory and University Distinguished Professor, North Dakota State University will sharethe history of the Hutmacher Farmstead and the extraordinary preservation work takingplace there. Isern is a specialist in the history of the Great Plains and a long-time activistin state preservation efforts. He and Kelley, leads study tours and restoration expeditionsto the historic farmstead and other earth-building sites in North Dakota.</p>
<p>&nbsp;<br />
Jim Steely, Senior Historical Consultant, SWCA Environmental Consultants, Phoenix,Arizona, is a recognized scholar on the Civilian Conservation Corps, and he will speakabout CCC projects in the Texas Panhandle.<br />
Richard B. Wright, Associate Professor of Art History, College of Arts and Sciences,Department of Fine and Performing Arts, Texas A&amp;M International University, Laredo,Texas, will talk about the architectural significance of the Texas County Courthouse(located in Guymon).</p>
<p>&nbsp;<br />
Historic preservation equals sustainability, and there is no doubt that historic preservationwas “green” before “green” was cool. In Old is the New Green, you will hear AntonioAguilar, Architect, Technical Preservation Services, National Park Service, Washington,D.C., who reviews proposed rehabilitation projects from Oklahoma for the federal taxcredits, will discuss the Secretary of the Interior&#8217;s Standards and how they relate tothe &#8220;green&#8221; movement. Then, Philip Thomason, Thomason &amp; Associates, PreservationPlanners, Nashville, Tennessee, will discuss his work as a consultant to the City ofOklahoma City as they revise their local historic district design guidelines to moreclearly reflect how preservation equals sustainability. Finally, Sarah Spencer Workman,a consultant from Denver, Colorado, and representing the Oklahoma SustainabilityNetwork will present the results of OSN’s recent project to develop a &#8220;green&#8221; buildingcode for Oklahoma.</p>

If you want to learn more about how to build and strengthen a local historic preservationprogram, then you should plan to attend sessions in the track entitled The LocalPreservation Environment. Special guest speakers on this topic include Sally StillAbbe, GIS Manager, City of Lubbock Planning Department, Lubbock, Texas who willdiscuss preservation planning efforts in Lubbock and the city&#8217;s participation in the TexasCertified Local Governments (CLG) Program. Dan Corson, Intergovernmental ServicesDirector, State Historic Preservation Office, Colorado Historical Society, Denver,Colorado, will discuss local historic preservation initiatives through Colorado&#8217;s CLGProgram. Elmer J. Martinez, Community Development Director, City of Las Vegas,Las Vegas, New Mexico, will share his city&#8217;s experiences in developing their historicpreservation program and their participation in the New Mexico CLG Program.</p>

The SHPO encourages college and university students planning preservation-relatedcareers to attend the conference. So, we are offering twenty (20) scholarships on a first-come basis to qualified Oklahoma college and university students. The scholarshipcovers the conference registration fee, and the application deadline is 5:00pm, Monday,May 2. <p>It is the perfect time and place to learn about the heritage of the Great Plains and its preservation, to examine the ways historic preservation makes sense for the environment, and to explore the opportunities for small towns and rural areas to benefit from historic preservation initiatives.</p>
<p>The three concurrent tracks of sessions include:</p>
<p><strong>TRACK A:</strong> Preservation in the Wide Open Spaces, featuring the archeological and historic resources of the Great Plains and efforts to preserve them.</p>
<p><strong>TRACK B</strong>: Old is the New Green, addressing how rehabilitation work is good for the environment and how new technology can be used in preservation projects. (Track B title used with permission of Preservation Alliance of Minnesota.)</p>
<p><strong>TRACK C:</strong> The Local Preservation Environment, focusing on the development of successful community preservation programs and how they support community revitalization efforts.</p>
<p>The plenary session will feature J. Paul Loether, Chief, National Historic Landmarks/ National Register of Historic Places, National Park Service. He will discuss historic landscapes, the importance of historic setting, and the challenges in balancing our needs for alternative energy sources and protection of historic places. His national perspective will help guide Oklahoma&#8217;s preservation community as we focus on this complex new issue.</p>
<p>Tours will include a full-day trip to visit Santa Fe Trail Landmarks and the Black Mesa/Kenton Area. The two half-day tours with lunch include (1) a visit to No Man’s Land Museum and Panhandle State University&#8217;s Art Department with Raku Firing demonstration or (2) a trip to the historic Norwegian community of Oslo, Texas, featuring its historic church and traditional Norwegian food. Other special events will include a Mexican Quinceanera luncheon,Preservation Oklahoma, Inc.’s annual meeting and luncheon, and the State Historic Preservation Office’s annual awards banquet.</p>
